POSITION SUMMARY: This position is responsible for; effectively managing land development and subdivision applications through the municipal approval process, performing reviews of said applications for compliance with applicable codes and regulations, ensuring constructed plans comply with all municipal approvals, and providing excellent customer service to property owners, developers and others in regards to such matters. This position will also be responsible for assisting in the development of both long and short-term planning, design, and implementation efforts in a team environment to accomplish the goals of the Township, as well as performing tasks including; research, studies, and presentations related to planning and development.
  • Work with property owners, developers, and others to promote specific approved development objectives, uses, and designs for certain areas of the Township.
  • Work with the Community Development team on issues concerning Planning, Economic Development, and Codes
  • Review subdivision, land development, and building applications and plans for compliance with applicable Township Codes.
  • Assist with/perform Zoning inspections.
  • Manage and coordinate the subdivision and land development review process with other Township departments and/or third party agencies.
  • Present conceptual plans as well as subdivision and land development review findings to Township Boards and Commissions.
  • Coordinate and manage the administration of land development applications.
  • Coordinate and manage application of approval checklists for land development approvals, building permits, and other applications.
  • Manage the tracking, implementation, and enforcement of all provisions of land development approvals and Township resolutions.
  • Plans, organizes, and coordinates public hearings for land use ordinances and plans.
  • Review and write land development resolutions for applications to the Township and act as primary interface regarding issues as they arise.
  • Analyze and implement planning goals and objectives in coordination with other Township employees as assigned.
  • Prepare subdivision, zoning, land development and other code amendments as assigned.
  • Represent the Township at Community meetings as assigned.
  • Conduct community outreach efforts with residents, businesses, and developers to improve community image and foster an understanding of Township land development and planning objectives as assigned.
  • Be aware of and report emerging trends; seek out opportunities that keep Silver Spring Township at the forefront.
  • Prepare special reports upon request.
  • Record meeting minutes as needed.
  • Assist with document review and customer service requests as needed.
  • Perform other duties as assigned or required
Experience, Education, Licenses/Certifications
  • Bachelor's/Master's Degree in Planning, Public Administration, Policy Analysis, Geography, or other related field.
  • 2-5 years on the job experience.

  • Has considerable knowledge of the theories, practices, concepts, and techniques of land development and subdivision planning and problems associated with land use planning and design work.
  • Ability to Communicate effectively and appropriately, both written and verbal; speaks in a clear and credible manner, selecting the right tone for the situation and audience.
  • Ability use good judgment as to what to communicate to whom as well as the best way to get that accomplished.
  • Ability to expresses thoughts and ideas clearly and logically. Produces clear and concise internal and external correspondence; utilizes effective telephone and e-mail etiquette.
  • Must be able to sit, stand, bend, lift, reach, walk, and move around during working hours.
  • Must be able to lift, pull, push, and move a minimum of 15 pounds.
  • Must be able to speak and read the English language.
  • Must be able to execute the policies and procedures of the township.
  • Must be able to understand and follow both written and verbal directions.
